They can come in at any time. The first plan was to bond human youth and dragon youth, but dragons didn't have many eggs, so older humans and dragons began to bond. Answer is:
As old as you like.

It's pretty much a different world, but... I dunno, there are rips in the world that suck books in for the heck of it. It's a magical library that steals books! And India people, yeah, we can have them because different races and all, but their not FROM India. Let's rename India Inda. They're from Inda. :P

They were paired with a suitable match deemed by others. Certain exceptions apply.

Yup. Then they meet their bond, hopefully have some time, and get bonded.

And if a student doesn't find a Dragon to bond with him/her, will the higher-ups force him/her to bond with a Dragon when they think it's been too long?

So how does the dragon academy work?? I mean, do you need to get a dragon-human communication then get to school or attend school and if you can, get paired up with a dragon?

I'm new here and I'm about to attend dragon academny, so maybe slowly, after we have learnt enough, then we might pair up with a dragon perhaps??

You pair when you're accepted to join. :) And then there are classes for battle, flight, and the basic edu.

People do RP here. I'm not gonna kick people out and cleaning all the topics would be hellishly hard and serve little to any point. I've also invited nigh on 250 people to this group at one point or another.
