ABANDONED. Coming of age story about a girl whose sister went missing

She goes to summer school I think, maybe an English class. She becomes friends with a kid who drew tattoos on themselves. I think she had a baby brother and her grandma was living with them. They don't talk much about the missing sister but she has some conflict with her mom about being over protective and anxious

I also want to say there was a swan involved but I may be mixing up another book

It was a young adult novel, read anywhere from 2000 to 2006.

It wasn't a series, and it was modern day. I don't remember anything else :( I think the cover was dark with a single swan floating in water but that might be another book. I can't really remember.
