These are not merged yet.

It's the same edition:
paperback, same publisher, same date published.

THe only difference are the ISBN that are different, which is a mistake.
The some publisher doesn't publish 2 editions in the same date with different ISBN.

Both ISBNs are valid. Goodreads does not merge valid ISBNs. Some publishers do, indeed, release multiple editions dated to the same date but with differing ISBNs.
