continued GR ad problems

GR,
I still can't get my ads to work. The system refuses to accept either of the credit cards I've entered over the last few months, and I know the accounts are good because I'm using them almost daily for other things. I've written before with this issue, tried to different card, logged back into GR a week or three later and found it still says "out of funds."
Can someone check to see if the very ad function on my author's system has crapped out a code fragment of something?
