Do you have any idea what court it was? Which era? Anything about the poets? Men? Women? Age? The type of poetry (eg tanka, haiku, etc)?
Do you think it was based on real poets? Possibly you could try reading some anthologies of Chinese/Japanese court poetry and work your way back to which era the story was set in.

The poets were men, and part of the Chinese and Japanese Imperial courts. The book concentrated the fear and stress from being bested by the other.

Historical fiction, written in English. centered around 2 imperial court poets, one Japanese and one Chinese who tried to outdo the other in their poetry.
Bought from bookstore around late 90s/early 00s.
