Does this book have too many characters or is it just me?

Are you needing a score card to keep up with the number of characters Lawrence Hill has created in this book or is it just me?
Perhaps he needs them to give the many sides of the illegal immigrant debate, but it's bogging down the narrative for me.
Do you find he could do more showing and less telling?
