How to add new revised edition?

Hi!

I'm quite new as a librarian and wonder what the rules are for when you want to add a revised version with added content, of a book. Should it just be added as a edition of the book or a whole new book. (It has the same title but different cover, ISBN and a bit different content).

Revised editions should be added as a new edition (combined with the other editions), not as a new book.
