There is evidence that it is a misquote and/or perhaps a very loose paraphrase. In an editorial by Ugo Foscolo in the Monitore Italiano (Milan, 5 Feb. 1798), Foscolo refers to Plutarch's work "Life of Lycurgus" as the source of this quotation, yet I don't see where it exists in that work.
I appreciate the contribution. I personally was aware of the analysis you referred to (among others), I'm just trying to get goodreads to remove this quote, and was told to start this topic to get that process started.
