SOLVED. Witch and shifter romance conspiracy. [s]

Some type of witch, female lead, supposedly powerful and unique in her own right. Sent to follow/stalk male lead, shifter (some type of big cat?) who is also powerful in his own right. Male lead catches female lead stalking and they have an "intimate" discussion about her stalking him in an alleyway. He walks away amused and interested she is left mad and hot and bothered. I only read the excerpt so that's all I remember. This was out sometime in 2010's but before 2015, if that helps. There's also something mentioned about how the female lead's blue eyes have something to do with her power.
