I'm trying to find a particular book

There is a book I read a couple of decades ago and I'm trying to find out both the title and the author, neither of which I can remember. Here is what I do remember. It was on a list of the top 100 sci-fi/fantasy novels. It involved a couple of characters, one, a male who was basically a werewolf, the other a female who was a shape-changer from somewhere out in the galaxy. These two eventually develop a love interest before the end of the book. The third thing I remember is that a lot of the action takes place on a spaceship or space station of some kind. That is about all I remember of the book If you have any ideas what on earth I'm talking about, please let me know!

Would that be by A Bertram Chandler? I have a vague memory of something he wrote with werewolves in space, but can't recall the title either.
