I found a cover on the website fs a vietnamese editor: http://www.tsaifongbooks.com/Default....

The problem is the website states that the books are in a catalogue under the domain https://www.abookhouse.com/

As it is a catalogue and a store, though it's from the publisher can we use it?

If it is really a publisher, it can be used. Many publishers have a webshop. If Tsai Fong Books are only a distributor and do not publish books themselves, I don't think their site can be used.

When uploading a cover, it's always a good idea to add a change comment such as 'cover added from Amazon/publisher/library site/etc.'.
