ABANDONED. A boy drowns after getting his foot caught in a ditch with his brother(best friend?) there. He tries to get parents but they don't come.

In the scene it's raining, and the two kids are jumping over stuff in a construction yard or someplace like that. One kid gets his foot caught and can't move. Other kid tries to get parents but they don't come, which I think is a plot point later?
