For non-fiction, Margaret Humphrey's book Empty Cradles might fit. It was made into the film Oranges & Sunshine starring Emily Watson.

In addition to the film version of Face on the Milk Carton two other TV movies on similar themes are There was a Little Boy and Always I Remember I Love You with the late Patty Duke. Guess that was a theme in the early 1990s...maybe due to Jacob Wetterling abduction in 1989?

I just started reading this book right now! It's similar to what I'm looking for. Saroo Brierley would like be with his Indian mother, but, when the orphanage he staying with can't find her, he is soon adopted by a very loving Australian couple.
