SOLVED. Short story from a SciFi/Mystery/Horror Anthology. [s]

I read this as a paperback sometime between 1998 and 2009. It might have been one of those year's best collections. The tory was similar in nature to Needful things in that the main character moves into a neighborhood and then systemactically starts ruining people;s lives. I belive that he kills a dog and frames one person for it. Spies on another couple and finds out that one of them is having an affair and then exposes that.

"The Distributor" by Richard Matheson, perhaps. It' s in SHOCK! written wholly by Matheson, and ALFRED HITCHCOCK PRESENTS: STORIES TO BE READ WITH THE DOOR LOCKED.

I agree, it does sound just like The Distributor. It is also in this collection: Nightmare at 20,000 Feet.
