Help Finding a Book Title

This is a long-shot, and I hope it's ok that I'm posting it here. This book has been driving me crazy over the past week since I can't for the life of me remember what it's called. I even tried posting in a group specific to trying to help each other find books that we can't remember the titles of, but that group gets so flooded with messages that my post was instantly buried.

The book that I'm thinking of is one I read while I was in elementary school in the 90s. It is a children's chapter book about a boy who has a dog and then he rescues a dog (a Jack Russell, or something similar, I believe is shown on the cover) that has only three legs. He grows attached to the new dog, but then his parents tell him that he is only allowed to keep one. Does anyone by any chance know what this book is called? It's a long-shot since it seems to be pretty obscure...
