Having read the other Harry Bosch books so far, it is no surprise that Arrango would be hostile if anyone in law enforcement (especially FBI) came in uninvited, to a case.
Typical LAPD, Bosch world view.
Arrango's partner, Walters, wasn't opposed to Terry taking a look at the case. Arrango really took this too far. He was more concerned about himself than solving the case.
I think it's normal for them to be somewhat resistant. Arrango was a jerk.

The cops never want anyone pushing in on their investigation, but Arrango went overboard in this situation. He didn't seem to care if the case got solved at all if he wasn't going to be the one to do it.
