What was the conspiracy? Was it really about political ideology, a means to advance a congressional bill for more profits (greed) or both?

I think they wanted to make sure that the congressional bill would get passed. They wanted to show the lack of security in the public areas of the mall and the airports. When these bombs went off, the Senator could step forward waiving the bill he was currently working on and save the day.
