OK so you might have tried this already but you can search the Walmart website for books, and see pictures of the covers. You can also limit the search by book type (e.g. adult fiction) so it might be worth browsing a bit. http://www.walmart.com/cp/books/3920

I had a quick look and this cover looks vaguely like your description, although it's missing the line about Idaho: http://www.walmart.com/ip/42594367

I don't see anything offhand that matches the description but that first one is a good, if incomplete, resource.

Lake Overturn A Novel by Vestal McIntyre was the closest I saw but I don't think that is what you are looking for.

The Man Who Fell in Love with the Moon by Tom Spanbauer has a long title but the cover is wrong.

both take place in Idaho

For some time this was my first search, even before Goodreads, but then I remembered part of title and was only surprised by the high prices for the OOP Edt. (started at Us$ 80 +p&p) took me some time to find a reasonably priced, very used paperback (2-3 yrs). It has been re-issued as an ebook, but not in print, which is still rather expensive (just saw Eur 325 on Amazon.De).

Short, funny, satire, cold-war. Recommended but do not pay a lot for it.
