For children, teens, or adults?

I don't see anything offhand that matches the description but that first one is a good, if incomplete, resource.

both take place in Idaho
A shot in the dark - "Hunted : the true story of outlaw Mike Donnelly and his sidekicks, whose history of crime and punishment in the Pacific Northwest--including the murder of William Crisp at Hope, Idaho, in 1923--spanned a period of forty years" (or HUNTED) (2012) by Dale Selle - from Worldcat.org

But just to throw it in, there are a few different covers, and one of them matches part of the OP's description.
Probably not the book:

And to my nephew Albert I leave the island what I won off Fatty Hagan in a poker game ...
For some time this was my first search, even before Goodreads, but then I remembered part of title and was only surprised by the high prices for the OOP Edt. (started at Us$ 80 +p&p) took me some time to find a reasonably priced, very used paperback (2-3 yrs). It has been re-issued as an ebook, but not in print, which is still rather expensive (just saw Eur 325 on Amazon.De).
Short, funny, satire, cold-war. Recommended but do not pay a lot for it.
Unfortunately AGuyWhoTypes left the group, so our suggestions are not being seen. Hopefully he will return to the group. Until then, Abandoned.

OK so you might have tried this already but you can search the Walmart website for books, and see pictures of the covers. You can also limit the search by book type (e.g. adult fiction) so it might be worth browsing a bit. http://www.walmart.com/cp/books/3920
I had a quick look and this cover looks vaguely like your description, although it's missing the line about Idaho: http://www.walmart.com/ip/42594367
