More importantly, what time in what time-zone.

I believe it's set for Pacific. It seems that when I have a free offer, it comes up free around two or three in the morning in my time zone, which would be midnight or one Pacific.

Christina McMullen (cmcmullen) Amazon is based on Pacific time. All of their promos begin at approximately 12am Pacific time, though they make no guarantee and note on the KDP site that there could be a vatiance of up to several hours. This is all stated on their website:

UK promotions are based on GMT.

Free promos all start on Pacific, the Countdown deals for the UK are GMT, but you can set the actual start time for a Countdown.
