I felt the same way, Charlene. Irving put Harry in charge, but Irving was really driving the investigation on his own. If Harry got in the way, he would be the fall guy.
Harry hadn't seen these two guys in years, yet he thought he knew their core. It kept him off stride for a bit.
Harry did seem to feel like he was the fall guy. His previous partnership with Frankie did cloud his judgment a bit in the sense that he couldn't believe that Frankie would violate a suspect's rights. His subsequent disillusionment made it easier for him to accept that Frankie would kill himself. A significant error in judgement.
