ABANDONED. YA fantasy book involving the four elements

i'm looking for a book that i read 7+ years ago. I don't remember exactly how long ago it was, anyway it's about this girl who enters a competition that involves the four elements. there are like four different levels and the last one is fire. the winner of the competition gets a wish and she enters it so that she can wish to see her dead twin brother again. that's about all i can remember from it, does anyone know the book??
