ABANDONED. Dog lover who falls in love with a boy named Carson or Callum, Koi fish symbolism

I read a book years ago with what I think is a pink cover with dogs on the front. The main character (can't remember name) is at a party and see's her friends boxer who is neglected and takes him into the shelter she works for. The boy (Carson/ Callum) is a family friend's son. She dyed her hair blue at the beginning of the book. The girls mother doesn't like their relationship and bans her from seeing him, they begin to secretly meet at some place that has Koi fish. Later we find out that the boy smokes marijuana and kept it hidden in the toilet. Weird, I know but any details help! I believe the book is YA.
