It comes across as a feeble attempt to blame it on the Jews. There was a lot of bigotry against many including the Jews. I don't think it was the killer either. More likely some trouble making locals.
Or maybe Jacky just happened to kill someone underneath some graffiti. Nobody ever seems to see it that way, though.
