ABANDONED. dark fantasy/dystopian novel the main character has some sort of mental superpowers and works as a prostitute for a while

I read this book about 8 years ago, but i think it was written in the early 2000's or even in the 90's.
I don't remember a lot of the plot, but it was a set either in a fantasy world, or a dystopian society, where some people have special mental powers, and the government pays parents to give birth to these children, and than takes them away.
One of the main characters is such a child, but after his parents had given
away their first two children, his mother did something to conceal his powers before he was born, so that she could keep him.
I think the book starts when he is grown up, and works as a male prostitute, and than he is discovered by another person who has those powers, and is part of some rebellious group (i'm not sure about that part)
