ABANDONED. Book about a boy who finds a puffin on the beach, possibly covered in oil

I remember reading this when I was a child (1970s or early 80s). It's an illustrated book for kids probably 6-10 years? I thought it was called "The Last Puffin" or "The Little Puffin"—The Something Puffin, anyway—but I'm not having luck coming up with it.
