SOLVED. Fiction KGB using brain scans to influence president's behavior [s]

I'm looking for the name and author of a novel about the KGB and CIA pursuing pseudo-science. The novel jumps back from side to side, but starts by following the head of pseudo-science department in the CIA. He has undergone hypnosis to quit smoking (which is done to him by a KGB sleeper agent). The novel starts with the CIA using clairvoyants to detect Russian subs. Eventually the KGB (acting on their own) make it seem like the middle east has attacked the US and the KGB has stolen a brain scan (EEG) from the president. They then in turn use the scans and small radio frequencies to influence the president of the US to go into uncontrollable fits of rage almost leading to nuclear response in the middle east.
