Realistic fiction, troubled boy who wants to be popular

A realistic fiction book about a boy who goes to high school. His sister is already in high school, and from his perspective, she is perfect. He's not perfect in any way, and he worries about following is her footsteps in his parents' eyes. He's probably ADHD or something. He tried to become popular, doing crazy stuff like getting a straight jacket upside down. He failed, and passed out. His sister won, playing a flute or something. She was upset and thought he ruined the talent show. He only has one friend. He discovered that his sister is really sad, and has no friends. The boy starts some sort of class for smart kids, and is the only creative one in the class. He is given a square to draw something with, and puts a circle in the middle of the swayed, and a "Spot! Get out of the camera shot!" I think there's something wear he meets a bully on a Football field. At the end of the book, there's something with a science fair. The brother wanted to do something with a burglar alarm to the sound of tea, or an alarm with city sounds or something. He ended up stealing some tea thing or something and giving the idea to his sister, because her project was broken or something. They bonded at the end.
