I read this book in the early 2000s, It was aimed for adults, but I read it as a teenager.
The first half of the book is just world building. Part of the world building are two alien species that live on this planet - one is a species similar to balloons and the either are quadrupeds. The second half was short stories from various authors (or so I remember). I remember two of them. One is about an opera singer who gets sent there and gets kidnapped by an human/balloon hybird and accidentally blows him up. The second is about a human and quadruped alien touring the world as it slowly dies and everyone else has left.
I read this as a hardback - it had a beautiful cover of planets and the alien species looking up.
