SOLVED. SF Short Story [s]

Two superpowers are racing to explore a seemingly unending earth-like horizon. Settlers along a new land mass encounter deadly ant colonies during their exploration. Story ends with a higher intelligence discussing how they have transplanted humans onto a stellar mega-structure to keep an eye on them (possibly the higher intelligence is evolved ants?)

I thought it might have been in one of the Science Fiction Mega-Packs, but I can't find it. Could have been in some other short story anthology.

Within the past year but it seemed like it was kinda old I'm guessing from the 70s.
