I had understood the policy was to group only individual titles of travel guides together in a series, not all titles of a particular guide (although it does look good).

ETA Wasn't it the intention though to keep individual titles with different editors together?

If the publisher is named in the title, you can be pretty sure it's a collection, not a series according to GR :)
I'm working on moving the series information to the edition field and then deleting the series.

I believe GR does not regard collected works of one author as a series either, but I'll leave that one for someone else.

As I can see it, it looks like an imprint as not all editions of listed titles seem to fit the series.

The combining presumably does need fixing. But using a series to link parts of a book broken into pieces is fine.

Nope, that's a publisher's series/collection, only valid for the Finnish edition.

Nope. According to Google Translate it means White Series in Estonian, so it does not count for all editions in all languages. The Estonian editions are all published by Sinisukk, so it's a publisher's collection.

Is this a series? The author herself calls this a collection of stand-alone, completely unrelated novels inspired by fairytales.

Appears to apply to all editions of each work, and they have a reasonably coherent "series" as far as non-fiction works go -- considerably more than a common them.

That description does not rule out a common universe, which is fairly common when authors do fairytale rewrites.
