Author: Lee Johnson (The open library lists the author as "Lillian Beatrice Johnson", but the name appears as "Lee Johnson" on the book spine and title page. I've seen other sites list the author as "Lee [Lillian Beatrice] Johnson". I'm assuming this is to disambiguate from another author of the same name.)

I can't find the formal book blurb but here's my description of the story:
Dr Scott Royale, wanting to start over after an acrimonious divorce, is persuaded by his twin sister, Penny, to take on the post of doctor and medical officer in the small town of Shelton in Northern Canada. His predecessor recently died when his car went off the road in a blizzard and, although no one knows why he set out in such a hurry or where he was heading, the incident is dismissed as an accident. Dr Royale learns of a past blunder where the results of two pregnancy tests were muddled, and a rape victim was incorrectly told she was pregnant. Dr Royale treats an eighteen-year-old boy who repeatedly gets into fights because of an obsession to get revenge for the death of his brother, a small time crook who was incorrectly suspected of rape and died in an apparent accident. At first Dr Royale accepts all these events at face value, but his suspicions become aroused as he notices the increasing withdrawn behaviour of the local police sergeant.
