Can someone please explain chapter 4 to me?!

I just don't believe I'm smart enough or literate enough to understand exactly what this chapter is about. It might be the format of it, one run-on sentence lasting 7 or so pages, but I just didn't get it... How does this relate to the cosmic horror of the rest of the book? Thanks!
