John Seymour Mole hunts are destructive, if done by an outside agency with no loyalty to the Circus, there is no desire to minimize the damage. Finally, the first law of bureaucracies - never submit to other bureaucracies.

agree with John. They want to deal with it on their own rather than expose the weaknesses within their own organization.

Agree. Also, with an outside source, you might also create an additional layer of distrust which could hinder any investigation.
