You do not have to make the entire family though some members enjoy it.

It is too late to make an initiate however if you make a 15 year old they will become 16 for the next round of initiation

Yeah except they have to be older than 16 and stuff.

A full member is basically like an adult that has already gone through all the rituals, they are the adult citizens. No more rituals/ceremonies, they just work in the profession they are in, an form families, and what not.
