I read this book quite a few years ago (20). The vampires had a spike or needle under their tongue and not fangs. There was also a doctor trying to 'cure' the vampires. He had a daughter and for some reason he had to leave her in the care of the vampires he trusted. One was locked in a closet(?) for punishment(?) and he talked the daughter into letting him out and he killed her.

The vampire in The Vampire Tapestry has a needle under his tongue rather than fangs, and in one of the 5 stories in the book he is being treated by a psychiatrist who is trying to cure him of the delusion that he is a vampire (she does not realise to start with that he is actually a vampire). But nothing else matches and he has never met another vampire over all the long centuries he has been alive.
