It made sense to me because Harry has something to contribute to the investigation that they FBI ostensibly needs and Eleanor is more open to including him than Rourke (in hindsight it is actually very different).
I did not wonder about her motives until much later in the story. I did wonder at the first meeting in the FBI building when the guy was pretending to have a phone conversation -- but it took a little longer to see him for what he was.
I wasn't a fan of it, to be honest. My back was up against any potential set up for a romance so that played into my reaction. I never warmed to Eleanor and wondered, several times throughout the story, why she was even there since she never seemed to make any significant findings or connections in the case. She just didn't seem all that helpful...though that made more sense later on.
