It's about a group of astronauts that have been out in space for quite some time and due to relativity, over a century has passed on Earth. When they return, they find that everyone on Earth has an implant that "cures" them of all aggressiveness.
So it's sort of like an inverse version of this book - one averagely aggressive male amid a population of ultra-passive/non-aggressive populace.
And it looks at whether curing humans of aggressiveness is a good thing or not - on the good side, no crime and even general arguments are extremely rare - on the bad side, no competitiveness leads to societal stagnation.

Haven't read anything else by Burgess, though I've heard that his biographies are good.
Just realised that 1984 is currently winning the poll for revisit the shelf read in June, so I think that will make an interesting comparison for anyone that reads them close together.
I'll try to look for the post another time, and copy it here (or, if it was YOUR post, go ahead and repost in this thread, then I won't have to look for it :D).
