It's number 16 because it was published relatively recently. Wodehouse passed away in 1975. This was published in 2013, written by Sebastian Faulks as an homage to the originals. It's listed as #16 on Goodreads, it was allowed by the Wodehouse family estate, and it follows the previous books chronologically. There are other books listed on the series page, but they are all omnibuses of books originally published fifty years ago.
