If the members with claims are inactive, could I take the claims/positions? For instance, I want to make a character with a genetic or non-genetic (haven't decided yet) aspect, and the people who have character claims with that aspect haven't been active.

I would say yes, if the characters are uncreated.
If they were already created, you'd have to get into contact with the original creator if you could take over

Yep! For smaller claims like rooks, pawns, purgos, etc you just have to say which claim you'd like, you don't need to fill out the form

but for roleplays its basically little things or notes you can make about a character that don't happen or could happen in a roleplay.
