Spoiler: Main plot items contained in my query. I read an old science fiction book in the 1970s and REALLY want to track it down again. In the days before television, scientists have spread a net over the ice cap(s). It is to gradually melt the caps, providing land. However the atomic energy causes an uncontrolled explosion that instantly melts the caps. The resulting flood eventually circles the planet. Mankind falls into anarchy, but a family and possibly a few other survivors find an ark built by a man that was instructed to prepare for the coming flood.

Some of that is before IRL atomic power was big. So, can we assume after 1945 (ie: following IRL atomic power timeline?) - or was this an alternative timeline with atomic power found/developed earlier?

What was the political status of the world (ie: was the cold-war mentioned?)? The U.N.? Whose scientists were putting the atomic nets on the poles (crazy capitalists?)?

Or were protagonists from the UK? I'm assuming English-speaking, as a lot of countries were not too happy with scifi (USSR, for example) back in the 50s-70s.
