You don't have to be US to open an account at kindle on Amazon.com. Once registered with Amazon US, your ebooks would be offered on all ( or at least most) other amazons - de, uk, au, in etc

Out of interest, I am British, live in Japan and have accounts at both Amazon UK and Amazon US...

Of course, Amazon organise their taxes through Ireland to save costs...

But then Amazon have problems in selling goods with very low profit margins.
