No, Daisy rejected Jay because he was a bootlegger. That was socially unacceptable in her social circles. Remember SF's earlier description of Daisy's character when a bachelorette-he notes whereas there were scandals involving her female friends, Daisy herself was never tainted. Here is a woman who is deathly afraid of being talked behind her back or losing her place in society. Marrying a bootlegger is not only a comedown from Tom's social status, but would cause her ostracism.
