ABANDONED. a Book about a kid who can summon Thunderstorms

Hello all!

For several years now I have been trying to find a book that I read as a child. I remember it being a fairly long book.

The premise from what I remember is it's about a child who's an attraction at a circus/carnival/freak show. I can't remember if the child is a boy or a girl, I'm leaning more towards boy. The child has the ability to summon up thunderstorms. However, when he does so he gets terrible headaches. The owner of the circus/carnival/freak show is very oppressive, and the climax of the book as I remember it is the child summons up a massive storm that destroys the circus/carnival/freak show.

Anyone have any ideas?

It was a chapter book. Can't recall the cover. This was probably 18 or 19 years ago.

The Weathermonger has a boy who can call up storms and control the weather. He does get headaches when he does this. This is set in England, when people's attitudes towards machines change
