So, it's impossible for a child to be above 14 and be apart of one of the color groups? Why is that? Is there any way that there can be a character, let's just say 18 or 19, and have powers???
Also, do you mind if I claim to have one of my characters as a Kitsune? A Kitsune is a fox like spirit, which comes in different forms. The can potentially be good, or cause havoc. The one I want to use on my character is the void one, specifically called a nogitsune. He will be a normal person, yet he will just battle between his darker side to him, which he has, and appears sometimes. He will still be apart of one of the color groups though, and will inherit their powers.
((This will only happen though if you allow my character to be 18 or 19, due to the fact of that's how I imagine him to be, and the FC I'm using fits in with the idea and such))

14 and below MUST have powers. 15-18 MAY have powers. Above 18 CANNOT have powers. Main difference. Its because when the disease swept by, the survivors were affected in a great way. But obviousely, if you were younger, you were more affected, because you arnt as full grown yet as others. Hence the stronger powers if your younger.
So if you create a DMG character that is 18, it'll probably just be a purple, the weakest kind, or a yellow. (Healing/prophecy)

Like lets just say that it's an extremely rare case where older characters can get the powers as well, because my character would fix well in the White group, due to his shape shifting form. So basically, there are some cases where older kids get powers, and although they're not the strongest powers obtained, due to their age, they're also not the weakest powers found.

Um... that would kind of defeat the whole purpose. How about this: he can be a white, but his shapeshifting is very limited and weak.

Sure. She can be the head of the group, who hires DMG's who want to rebel against the government.
