What's the difference between catcher and government

Catchers are an elite group of people working for the government who do top secret missions and catch runaway dmgs. They also train catchers in training. (I have one, Trisha Beaumont)

She has dirty blond hair and large, brown eyes. She is short and underweight because of her life on her own on and off.
Personality: She is rebellious and often does not respond well to leadership of any sort. From before the time the disease wiped out many, she had learned to take care of herself, so she is tough and sometimes comes off older than she actually is. She is a survivor at heart by any means necessary and she often criticizes the government sometimes to the point of ranting. When a person moves past all of that, she is sensitive, protective, and sometimes funny.
History: As a little girl, her biological parents passed away and no one took her in, so she grew up on the streets. She was a quick learner, so she learned how to steal and evade the police along with her skills she would have learned in the classroom. At the age of seven, a young couple took her in and raised her as a daughter until the disease hit. The couple passed away and once again, she was left on her own until she ran into a tribe who were stealing nearby. After some time, she was caught by a catcher along with a handful of other DMGs while helping a boy named Jasper and his sister. When she escaped, she took them with her only to have his sister recaptured. She met up with her tribe, which took Jasper in.

History: Her parents sold her and Ash to the Catchers for money, since they were very poor. Levana knew and hated them, but Ash refused to believe it, no matter hiw much Levana told her. Eventually, Levana broke out, trying to bring Ash with her, but Ash became scared and started crying. Levana had no choice but to leave her behind. She tried to find information on her parents, and once she found them, they tried to kill her. (Her parents were kind of insane) they didnt remember her. Levana had to kill them instead to survive. She still lives with that guilt today. She has no idea where Ash is.

HISTORY: when she was 12 the government charged into her house her parents then locked her into a bathroom and she was left there three days then the government found her and tortured her and made her fear heights and small places she was there a year she has just recently escaped. Her parents are now dead
