How do I set a certain period when I create a Listopia

I've often noticed that a Listopia is able to exclude certain books which have not been printed (first published, to be precise) during the period given.

How do I set such a period/time frame when I create a Listopia?

See for instance Best Novels Of This Century, which hasn't got this 'period thing' and Best Books of 2011, which has.

I believe the date driven listopia are created and/or edited by GR staff and that only staff has this capability.
