Adding PDF eBook

Hello;

I want to add this eBook to the database, but I am unsure if this is considered a book by Goodreads' standards. The eBook is a PDF called Stunt Writing 101 by Erin Jourdan. It's 15 pages with no ISBN. I don't see anything about it that is listed in the Not a Book list.

It's definitely borderline, but it does appear to be a published book.
