There are some sites/directories where you can list your serial fiction. They do have certain guidelines though, linked table of contents, interior links to the next episode, etc. Read the guides before posting and you should be good.
I use webfiction guide, and the Tuesday Serial Collector which is an amazing resource for all serial authors. I really love them. :)
Also, your regular social media outlets can work if you tread lightly and don't spam. Same thing with groups and forums. Go in gently, listen and watch and see what the best protocol is.

Jim Zoetewey | 18 comments Webfictionguide.com is probably the most used directory, but Muses Success is another. There are also a few pages that list serials, but I can't remember them--probably because I don't get many visits from them.

You might also advertise using Project Wonderful. It's a fairly cheap ad network that's mostly used by web comics, but works well for serials.
