Yeah, some of them are a bit out of date. I've done my best to resurrect threads such as this one since social media is always popular.

-Use a site like Manage Flitter to help clean out your followers. It will show you all the people you follow that don't follow you, Non-English tweeter(if this applies to you), Inactive accounts, No profile pictures, top followers, low followers, etc.

- Authors Use Manage Flitter to look up keywords such as the genre you write in to look for readers. If you see in their profile they are readers and of your genre give them a follow. Perhaps they follow back and even check out your work. If you don't get a follow back after 10 days, just unfollow them if you wish.
