Complete Book vs Sample Tease Listing. You decide.

I've been seeing this pop up more and more lately and want to ask. If this is the wrong group to ask, I'd appreciate being redirected.

This is an example of what I'm seeing as a trend.
Is this a book?
To me it's a long blurb/tease/sample and really shouldn't be listed as a complete book or story. Rating a partial and/or incomplete book is like rating an entire meal after getting the appetizer only.

This is the first eight chapters of RULE - Book Three in The Corruption Series - due out 8/27.
